Grabiner inquiry | The report of Labour peer, Lord Grabiner QC, into an estimated £80 billion a year black economy, recommended that welfare cheats
should lose their benefits in a so-called US-style "two strikes and you're
out" (a baseball expression, presumably), that a new criminal offence of
fraudulently evading income tax should be heard in magistrates' courts and
that the Inland Revenue should be given powers to make routine searches to
help in identifying people working without paying taxes or while claiming
benefit. |
